Symptoms
GMS: Generate Draft Invoice will not generate the invoice. The output log contains:
'this project has not baseli'
or
GMS: Generate Draft Revenue for a Single Award does not generate revenue
The output log contains
No baselined revenue budget exists for projec
This error means that the revenue budget created for the award project when the funding is saved is zero.
