Service Contract Approval Fails With Error: "There is no workflow activity for the current contract or workflow reference(key) is invalid"

When attempting to submit a subscription contract for approval, QA succeeds but then the following error occurs.
"There is no workflow activity for the current contract or workflow reference(key) is invalid. There could have been data corruption or workflow process was not launched."
Steps to reproduce:
1. Open a Subscription Contract
2. Go to Actions > Check QA
- QA check runs and succeeds
4. Click the Continue Approval button
- the error is displayed.
