Why Are There Two Entries In AME Tables For 'OKL LP Product Approval Process'?

On :  12.1.3 version, Installation

Patch 10635742:R12.OKL.B is applied to get the latest version of oklttpdt.ldt 120.5.12010000.3, because output of script showed that the translated name of OKL LP Product Approval Process was OKL Product Approval Process. See <Note 1298722.1> for more info.

After patch 10635742:R12.OKL.B is applied, noticed that there are two entries created for application name 'OKL LP Product Approval Process'.

Expected is to have only one entry, just like before the patch was applied.

The issue can be reproduced at will with the following steps:
Run script:
SELECT aca.application_name,
acat.application_name TRANSLATED_NAME,
acat.last_update_date Last_update_tran
FROM apps.ame_calling_apps aca, apps.ame_calling_apps_tl acat
WHERE fnd_application_id = 540
AND aca.application_id = acat.application_id ;

Check output for  Product Approval Process.
Apply patch  10635742:R12.OKL.B.
Run script again and verify the output for Product Approval Process.
