Scheduled Performance Collection No Longer Runs After a Restart of the OTM Application

Information in this document applies to any platform.
When scheduling a performance schedule to run on a recurring basis, the schedule no longer runs as expected after a system restart.
It is expected that the Performance collection continue to run as scheduled.
The issue can be reproduced at will with the following steps:
1. Allow the schedule to run at least 1 time after scheduling.
2. Restart OTM.
3. Log into OTM and go to Configuration and Administration --> Technical Support --> Scheduled Performance Collection..
4. Search for the Scheduled Performance ID and note it is in state of RUNNING.
5. Note The Current Count is 1 and the next collection is still scheduled for an earlier time and does not kick off again It is expected the job to continue running as scheduled.
