INV_SETUP_NO_DATA_FOUND Error When Copy Inventory Organization (Doc ID 1308796.1)

Symptoms

Copy organization (INVISCOR) ends with error:

An error occurred in API 'ParametersAM'
View Object 'ParametersVO'
OrganizationId = 'null'
The following attribute is mandatory. Please enter a not null value.
Primary Key : OrganizationCode = 'X'
Attribute : Organization Name, Business Group Name

oracle.apps.fnd.framework.OAException: Application: INV, Message Name: INV_SETUP_NO_DATA_FOUND. Tokens: ATTR_VALUE = OrganizationCode = 'X';

Happens for one organization.
Another organization work fine to copy from.

Steps:
Go to Inventory>Setup>Organization>Organization copy
