Stuck Transactions In MTL_MATERIAL_TRANSACTIONS_TEMP Get Error Message, "Cannot update putaway task" (Doc ID 1310105.1)

Symptoms

Seeing Move order transfer tasks, that are created but cannot be processed. Cannot perform a Paper Based Pick, nor queue the task to a user to be processed, when attempting to queue the task to a user, get
the message, "Cannot update putaway task".
Why can these tasks not be processed, and how to avoid this condition from happening in the future.

STEPS

The issue can be reproduced at will with the following steps:
1. Find Move Order Transfer Tasks.
2. Try to process the task.
