After fresh install for R12.1.1, when entering user name/password to login to apps, the browser thinks about it for a second and then returns to the login screen

This issue specific to Internet Explorer, FireFox works OK.

To show home page with responsibilities

The issue can be reproduced at will with the following steps:
1.Enter user name/password
2.The login screen comes again instead of showing home page.
