After Upgrade / Patch Application Unable To Manually Override Price At Line Level - Error: APP-ONT-250274- No Manual Discount Available (Doc ID 1311411.1)

On : 12.1.x version, Pricing, Discounting & Charges

Cannot override the unit selling price on an order line.  Also when attempting to select a modifier using actions > view adjustments on the sales order header, the following errors occur:

NOTES

Upgraded from 11.5.10 to 12.1.x
It worked fine in 11.5.10. In 12.1.x it works in quoting, but not in Order Management.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate to: Orders, Returns> Sales Orders
3. Query order
4. Do Actions > View Adjustments
Place cursor on the modifier number and pull up the list of values
Error is shown: FRM-40735: WHEN-NEW-ITEM-INSTANCE trigger raised unhandled exception ORA-04162
