One To One Fulfillment Request Fails With Error "Unable To Locate Partition" (Doc ID 1311865.1)

On : 12.1.3, Java Server Issues

When attempting to send Mass requests the following error occurs.


History.preProcessFailure(outcome_desc=JTF_FM_PREPROCESS_ERROR, reason=unable to pre-process mass request->MASSREQUESTMONITOR
cannot proccess request 31487 using New API for the following reason : Unable to locate partition

Works fine for single request.

Steps to reproduce

The issue can be reproduced at will with the following steps:
1. Send out a 1-1 Fulfillment Mass Email Request.
