Symptoms

On Applications 12.0.6:
When attempting to setup the descriptive flexfield Vendor sites, the following error occurs while selecting the List of Value for columns:

FRM-41830: List of Values contains no entries



The issue can be reproduced at will with the following steps.
1. Responsibility: System Administrator
2. Navigate: Applications > Flexfields > Descriptive > Segments
3. Query up Title Vendor Sites
4. Click Global Data Elements > Segments
5. Click on Columns List of Value
