R12: Journal Attachments Are Not Available When Querying Journal Via Account Inquiry

Form:GLXIQACC.FMB - Account Inquiry
Form:GLXJEENT.FMB - Enter Journals/Encumbrances
Form:FNDATTCH.FMB - Add Attachments
The same attachment can be viewed successfully when accessing the journal directly from the Journals form (GLXJEENT).
This occurs only for some attachments.
These attachments have the Attachment Category of 'Miscellaneous'.
Steps to Reproduce:
Navigate to Account Inquiry
Drill down to the Journal Entry - Show Full Journal
There is no Attachment on the journal.
