Error in Sales Online 360 Views - Encryption Key is Not Set (Doc ID 1313288.1)

Symptoms

Customer is getting the following error when trying to open anything in the 360 view:

"Encryption key is not set. Please set a value for "encryption key" in cookie properties as per documentation"

They have set the encryption key, cleared the cache and bounced the apache and still the error occurs.
