Symptoms

In R12.1.3, HZ_CONTACT_POINT_V2PUB.update_email_contact_point API does not allow updating email address to NULL.  It throws this error: "Column email_address must have a value."

Steps to reproduce:
Run TCA API HZ_CONTACT_POINT_V2PUB.update_email_contact_point
