"Failed at checking time feasibility of estimate!" Error Received Attempting to Add Order To Existing Shipment

Symptoms
When running the action "Move Order to Existing Shipment" from an Order Release, it is failing with the following Exception. However, if all these orders are planned at the same time, the Multistop Shipment plans successfully.

Failed at checking time feasibility of estimate!
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Order Management -> Order Release -> Order Release
2. Search for Order Release which is expected to be feasible to add to an existing shipment.
3. Select the Order Release and go to Actions -> Operational Planning -> Create Buy Shipment -> Move Order to Existing Shipment.
4. Note the Error Received.
