ROI Deliver Transaction of Lot Controlled Item Fails With Error WMSINB-22494 (Doc ID 1315272.1)

Symptoms

When receiving items through the Receiving Open Interface (ROI), if the item is not lot controlled in the source organization, but lot controlled in destination organization only, the delivery through the interface cannot be done.

The Transaction Status Summary form shows the following error:

Lot/Serial validation failed. Please check log for details.
WMSINB-22494:Lot/Serial validation failed. Please check log for details.

Inventory Debug log shows error messages like the following:

Steps to reproduce:

1. Populate the RCV interface tables:
   RCV_HEADERS_INTERFACE, RCV_TRANSACTIONS_INTERFACE, MTL_TRANSACTIONS_LOT_INTERFACE
2. Run the Receiving Transaction Processor concurrent program
3. The Receipt Number Header is generated however no transaction exists
