The Location you Entered does not Exist or is Flagged Error when an Employee Candidate Applies to a Job (Doc ID 1315321.1)

Symptoms

On 12.0.6, when an employee candidate applies to a job, the following error occurs:

ERROR

The location you entered does not exist or is flagged as inactive.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Login into application (The person belongs to say UK Business Group) > Go to iRecruitment Employee Candidate Responsibility.  Navigate to Jobs Tab. Select a Job Category. Click on Go. Select the vacancy XX (This vacancy has a location that is local and both.  The vacancy and location have the same business group which is UK Business Group). Click on Apply Now. Click on Continue. Error: "The location you entered does not exist or is flagged as inactive."
