Cannot Drilldown to GL Account Details For Cost Management Source - 'No Available Transaction for this Line'

When attempting to Drill down to the GL Account Details, Source from Cost Management gives the following Error.
Error : "There is no available transaction for this line"
Steps To Reproduce the Issue:
The issue can be reproduced at will with the following steps:
1. Responsibility: GL>Inquiry>Account
2. Navigation Path: Accounting Period and account
3. Click on show journal details
4. Click on WIP transactions
5. Click on Drilldown
6. Screen appears with line
7. Click on View Transaction and receive error-"No available transaction for this line"
