Vacancy Approvals show ORA-1403 no Data Found when an Approver has been Inserted (Doc ID 1317172.1)

Symptoms

On 12.1.2, after an approver has been inserted and submitting a vacancy for approval,
the following error occurs:

ERROR

The approval process New vacancy for manager(IRCxxxxx) has errored.

The approval process New vacancy for manager has stopped
due to an error and cannot generate a list of approvers. You must fix the
error to run the approval process.

The following is a list of possible reasons for the error:

1. The approver has not respond to the approval notification within the time
period and the notification has timed out. Oracle Approvals Management (AME)
cannot route the transaction to the next approver as there is no designated
supervisor.

2. A broken approval hierarchy exists because of which, Oracle Approvals
Management (AME) cannot generate approvers using the defined approval
policies (rules).

3. There is a setup issue in AME because of which the approver generation API
does not execute successfully.

4. The workflow is not set up correctly.

Review the generated error and take an appropriate action to progress the
transaction.

Create vacancy > adding a first authority approver and inserted approver to approver list > submit for approval.
