Lines On Timecard Re-ordered When Using 'Last Timecard' Template (Doc ID 1318415.1)

Symptoms

On : 12.1.3 version,

When 'Create Zero Hours Last Timecard' is set to YES in 'Self Service Template Functionality for a Worker', when 'Last Timecard' template, the rows on the timecard get re-ordered.

EXPECTED BEHAVIOR
-----------------------
Expected rows on timecard should stay as entered.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Set 'Self Service Template Functionality for a Worker' preference to:

   Template Functionality for a Worker = Yes
  Create Zero Hours Last Timecard = Yes

2. Log into Self Service Time
3. Navigate to Create Timecard
4. Enter a timecard with say:

Project                  Task   Type      Hrs
---------------------------------------------------
222101                   3.0    Design     6
Allocation Offset-Svcs   1.0    Design     2
Unassigned Time          3.0    Design     1


5. Submit the timecard
6. Use 'Last Timecard' template to create another timecard and see the lines re-ordered:
