"Connection timed out" Exception when Connecting to Paymentech (Doc ID 1318446.1)

Symptoms

When attempting to submit a test authorization from the Funds Capture Transaction Testing page, the following error occurs:

ERROR

500 Internal Server Error page.

The oacore log shows the following details:

at oracle.apps.iby.net.ReaderThread.run(ReaderThread.java:229)
at java.lang.Thread.run(Thread.java:619)

STEPS

The issue can be reproduced at will with the following steps:
1. Funds capture process manager
2. Transaction Testing tab
3. Submit test authorizations
