"Connection timed out" Exception when Connecting to Paymentech

Symptoms
When attempting to submit a test authorization from the Funds Capture Transaction Testing page, the following error occurs:
ERROR

500 Internal Server Error page.
The oacore log shows the following details:

The issue can be reproduced at will with the following steps:
1. Funds capture process manager
2. Transaction Testing tab
3. Submit test authorizations
