Create Vacancy Errs on Review Page: Unable to Find Component with Absolute Reference (Doc ID 1318562.1)

When attempting to create a vacancy, the following error occurs:

oracle.adf.mds.MetadataDefException: Unable to find component with absolute reference = /oracle/apps/per/regionMap/IRC_VACANCY_NEW_REVIEW_PAGE, XML Path = null. Please verify that the reference is valid and the definition of the component exists either on the File System or in the MDS Repository.

The issue can be reproduced at will with the following steps:
1. Create Vacancy > Enter Primary Details
2. > Enter Qualifications
3. Add in Assessment which is mandatory
4. Enter Team Members which is mandatory
5. Format Job Posting, many mandatory fields here
