Transactions Workbench Issue: Bill-To Contact Disappears Upon Saving

Information in this document applies to any platform.
In the Transactions Summary form, the customer Bill-To Contact is NULL, even though you entered a Bill-To Contact when you created the transaction. Even if you update the contact and save, upon re-query the Bill-To Contact is NULL again.
No error messages appear either on the front-end or the back-end.
