Action Change Service Provider - Ignore Equipment Option Not Ignoring ERU (Doc ID 1319203.1)

Symptoms

When running the "Change Service Provider" Action on a shipment that exceeds ERU capacity, and selecting the "Ignore Equipment" option, only the current equipment option is displayed. It is expected that alternate equipment is displayed.

Steps to reproduce:

1. Navigate to Order Management -> Order Release -> Order Release
2. Search for Orders in question
3. Actions -> Unassign Order Release -> Unassign Order - Buy
4. Select the first order and Actions -> Create Buy Shipment -> Direct (click OK on popup) - take note of the ID
5. Select the second order and Actions -> Create Buy Shipment -> Direct (click OK on popup) - take note of the ID
6. Navigate to Transportation Planning and Execution -> Shipment Management -> Buy Shipments
7. Search for the shipments created in step 4 and 5
8. Select the first shipment (from step 4) -> Actions -> Change Service Provider -> Change Service Provider
9. Click OK on popup (ignore constraints)

Notice only the current equipment is displayed.

10. Select the "Ignore Equipment" box and click "Refresh"

Notice all Equipments are now displayed.

11. Do NOT click "OK"...close this popup
12. Select both shipments and Actions -> Change Shipment Route -> Merge Shipments
13. Select the box "Consolidate"
14. Select the first "Shipment ID" and click "Manual"
15. Click on the resulting shipment
16. Actions -> Change Service Provider -> Change Service Provider
17. Click OK on popup (ignore constraints)

Notice only the current equipment is displayed.

18. Select the "Ignore Equipment" box and click "Refresh"

Notice that not all equipments are displayed.
