R12: AP: Not Able To Enable Record History in R12 Supplier OAF Pages "You have encountered an unexpected error"

Getting the Record History enabled is required in the instance.
The following steps, suggested in <Note:1235134.1>, have been followed:
1) Set the 'FND: Record History Enabled' profile option to Yes at Site Level
2) Set the Personalize Self-Service Defn / FND_CUSTOM_OA_DEFINTION and FND: Personalization
Region Link Enabled / FND_PERSONALIZATION_REGION_LINK_ENABLED profile options to
Yes for the user that will do the test.
After the above detailed setup, the record History icon is displayed on querying, but when users click on it the following message is displayed:

Please contact the System Administrator for assistance. Click here for exception details.
