Order Import Not Working For Internal Requisitions and Sales orders (Doc ID 1320017.1)

Symptoms

On : 12.1.3 version, Transaction Fulfillment

Order Import process to Importing Internal orders into order management. The process is submitted for order Source = Internal, order Reference = Org Sys document reference for the internal order.
The process completes successfully but the log file shows
No. of orders found: 0
No. of orders imported: 0
No. of orders failed: 0
The data for the Internal order remains in interface table without any error flag and we see the request id gets updated for the record.
