LCM Receipts Fail With rvtptcontrol Error Or Are Stuck In PENDING Status On Transaction Status Summary Form (rcv_transactions_interface table) (Doc ID 1320237.1)

Symptoms

LCM Receipts intermittently get stuck in PENDING/PENDING status or fail with rvtptcontrol error.

RCV: Processing Mode=Immediate:
Records are stuck in rcv_transactions_interface with transaction_status_code=PENDING and processing_status_code=PENDING
These records are visible on Transaction Status Summary form.

RCV: Processing Mode=Online:
Transaction fails with rvtptcontrol failed error.

This issue only occurs when F8 is used to clear form or Edit > Clear > form is used.

Steps to Reproduce:
1. Open Receipts form and choose LCM enabled Organization
2. Query for Purchase Order
3. Enter required line details then Save
4. Edit > Clear > form
--Find Receipts form will be displayed
5. Enter Purchase Order then Click Find
6. Enter required line details then Save

If RCV: Processing Mode=On-line, the following error will be displayed:
rvtptcontrol failed
If RCV: Processing Mode=Immediate, the record will get stuck in rcv_transactions_interface as PENDING/PENDING (and will be visible on Transaction Status Summary)
