Why Source Hold Can Not Be Released? (Doc ID 1320723.1)

Goal

After releasing the hold, it shows that the hold is released  H_REL = Y. However the S_REL = N which represents the hold source.


Steps to reproduce the issue in ct instance
1) Create an Order so that it should go on hold
2) Release the hold from SALES ORDER FORM ( NOT CUSTOMER STANDARDS FORM AS
SPECIFIED IN BUG ABSTRACT)
3)T he hold is getting released, if viewed from application.

The issue reported by client was  HOLD_RELEASE_ID is not populated in OE_HOLD_SOURCES_ALL.
