Unable To Resend XML Invoices Using Transaction Monitor (Doc ID 1320997.1)

Symptoms

The 'Resend' button in Transaction Monitor is not having any effect. The XML invoices are not being resent.

Steps to reproduce:
1. Select the responsibility 'Application Administrator' to access the  'Transaction Monitor' form.
2. Select 'outbound messages, clear the party type field, enter an appropriate date range to return data.
3. When a list of documents is shown, mark the checkbox against one of these and click on the 'Resend' button.

Expected behavior : This document should be resent but its does not resend.
