Symptoms
On : 12.1.2 version, Agreements/Blankets/Contracts
When attempting to view Release Rules OR Releases from Blanket Agreements, the following error occurs:
ERROR

Create Releases > View Releases > FRM-40350: query caused no records to be returned.
Release Rules > APP-ONT-251615: Oracle Release Management is not installed
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Orders, Returns > Order Organizer
3. Query BSA - Query All Actions > Release Rules
4. Observe Error:
Create Releases > View Releases > FRM-40350: query caused no records to be returned.
Release Rules > APP-ONT-251615: Oracle Release Management is not installed
