R12: AP: Cannot Close Period, no Exceptions, no Stuck MANUAL Events (Doc ID 1325169.1)

Symptoms

Cannot close Payables period, but Period Close Exception report does not list any exception, the Check Close report is clean, and the following query does return rows (i.e. no MANUAL events "stuck" in SLA):
