11i: OIE: TIP message entered under OIE_CASHOTHER_LABEL is not appearing in cash and other expenses page (Doc ID 1325252.1)

TIP message created in Application Developer -> Messages under OIE_CASHOTHER_LABEL is not appearing  in cash and Other Expenses page.

Steps to Reproduce the issue.
1. Customer navigate to Application Developer -> Messages and enter message under OIE_CASHOTHER_LABEL.
2. Bounce Apache and clear cache.
3. Navigated to IExpenses and create expense report
4. On Cash and other expenses page the TIP created in step one does not appear here
5. Click on Personlize Receipt Based Expenses and click on personalize pencil icon by “Tip: (CashOtherLabel)”.
6. Tip message Name: OIE_CASHOTHER_LABEL and is set to Inherit at all the levels
