Symptoms
When attempting to rehire an employee before their final process date, the following error occurs:
ERROR

APP-PER-289308 The person cannot be hired before the Final Process date.
-----------------------
APP-PER-289308 The person cannot be hired before the Final Process date.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Terminate employee with a final process date after the actual termination date
2. Try to rehire after the actual termination date but before the Final Process Date.
