Symptoms

When running RVCTP to process ROI receipts for standard purchase orders
the following error can be seen in PO_INTERFACE_ERRORS table:  

COLUMN_NAME PO_HEADER_ID
ERROR_MESSAGE Error: The PO_HEADER_ID specified is invalid. The value specified
(611) does not match the expected value (178).

Steps to Reproduce:

1. Populate RCV_HEADERS_INTERFACE and RCV_TRANSACTIONS_INTERFACE tables.
2. Submit the Receiving Transaction Processor.
