Symptoms

When attempting to create a new tax from the taxes page, the following error occurs:
This tax already exists. Please create a similar tax from an existing tax.

The issue can be reproduced at will with the following steps:
1. Responsibility "Tax manager" => Tab "Taxes" => Button "Create"
2. Select source as "create a new tax" and give the tax name as one of the tax names which is already existing in the system.
3. Provide details and attempt to Save tax.
4. Page shows the following error: "This tax already exists. Please create a similar tax from an existing tax"
