Internal Requisition Having Lines With Different Deliver-To Locations Is Creating Isolated Sales Order Headers

Symptoms

Find that internal requisitions having multiple lines with different Deliver-To Locations can generate isolated internal sales order headers. One sales order header is created for each internal location, but all internal requisition lines are tied to only one of the sales order header, while the other sales order headers have no lines.

The issue does not occur if internal locations are defined as different customers. But, if internal locations are defined as the same customer and different addresses, all internal sales order lines are tied to a single sales order header and the remaining sales order headers have no lines. So isolated sales order headers can be created.

Steps to reproduce:
---------------------
1. Make sure internal locations are defined as the same customer with different addresses.
2. Create internal requisition with multiple lines and different Deliver-To Locations associated to the same customer.
3. Run Create Internal Orders.
4. Run Order Import.
5. Review the internal sales orders generated.
