Error When Selecting A Category Field On A Purchase Order In The BWC (Doc ID 1327700.1)

Symptoms

When attempting to create a Purchase Order -PO from within the Buyer Work Center- BWC,   receive an error message  attempting to either add a category to a non-catalog request, or add an item (in which the category would auto-populate).
the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
1-Purchasing Super User, navigate to the Buyer Work Center -> Orders page.
2-Select 'Create a Standard PO'.
3-Add the header level information.
4-From the lines tab, try to either:
  -  enter an inventory item # (such that the purchasing category should default)
  - enter a non-catalog request, where I am able to enter all fields except that when I select the category from the LOV , received an error.
 
Users are able to create Requisitions in iProcurement and Core Forms using the same category. 
Users are able to create POs from the Core Forms using the same category.
