ITEM_CATALOG_GROUP_ID Changes Made Via Import Items INCOIN Do Not Propagate to Child Org Item (Doc ID 1328658.1)

Symptoms

Actual Behavior
Find when trying to update item_catalog_group_id through Item Open Interface, the value is not propagated to the child organization items. Only the master item gets updated.


Expected Behavior
Expect item_catalog_group_id changes to be propagated to all associated child organization items when updated via  Import Items (INCOIN)

Steps
The issue can be reproduced at will with the following steps:
1. Load mtl_system_items_interface with one row that updates item_catalog_group_id for a master organization / item.
2. Run Import Items in UPDATE mode
3. Run the following script and see that only the master item was updated.

select a.ITEM_CATALOG_GROUP_ID, a.* from mtl_system_items_b a
where a.segment1 = '&segment1';

The Master item has this field populated but the child items do not.


Business Impact
The issue has the following business impact:
Due to this issue, users cannot populate the ITEM_CATALOG_GROUP_ID through Import Items without entering a row for each organization / item in the mtl_system_items_interface table.
