Agis Batch Created With No Initiator Accounting, Approving/Rejecting Throws ORA-01403: no data found (Doc ID 1328926.1)

Symptoms

When attempting to Approve or Reject an Agis batch, the following error occurs.

Further investigation shows the batch was generated without initiator account.
Manual distribution was checked.
It would be expected for the system to prevent the user from creating batches with no initiator accounting.

STEPS

The issue can be reproduced at will with the following steps:
1. Select inbound batch
2. Click update
3. Enter the 'RECIPIENT' distribution accounting then click Approve or Reject button
4. See the error
5. Notice this particular batch has no initiator accounting which should not be possible
