Symptoms

Unable to remove technical contact from Install Base system contact details

EXPECTED BEHAVIOR
-----------------------
Expect that technical contact information at system level to be updatable

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.Using Oracle installed base Agent user responsibility, click on Systems
2. Enter System number and find the record
3. Click on update
4. Scroll down and remove the technical contact details.
5. Click on Apply.

"System updated successfully" message is displayed but the technical contact information reappears.
