On : 12.1.3 version, 

ACTUAL BEHAVIOR
---------------
Find that price break modifier which should apply, is not applying for order lines where the list price is negative

EXPECTED BEHAVIOR
-----------------------
Customer is using run time sourcing to apply price break modifiers based on the accumulated ordered quantity of an item on the order

The qp run time sourcing uses a DFF on the price list line to evaulate the price break start and end


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1 Create a modifier
2. Create modifier line with range break based on Qty
3. Create the order / quote
4. Create lines on quote / order with some items having -ve list price
5. save order / quote


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot get the modifier to apply for order lines where the list price is -ve
