Symptoms

The 'View Accounting' and 'View Accounting Events' function under the Tools menu does not appear to be enabled.  There is no error message; the data simply does not appear.

The issue can be reproduced with the following steps:
1. Navigation: Inquiry > Transaction History
2. Query Transaction
3. Click Menu > View Accounting
        or Menu > View Accounting Events
