When click on 'Create Timecard' in Self Service Time, the following error occurs.

Your Application Set does not match the applications in your Retrieval Rule Group.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Log into Self Service Time responsibility
2. N: Create Timecard
