Symptoms

A security rule was defined to allow entry of only company <VALUE 2> for certain responsibilities but it is not working as expected.

Setup:
- Value set is defined as hierarchical security
- Flexfield is security enabled
- Rule defined and assigned to responsibility

Include : 00 to ZZ
Exclude : 00 to <VALUE 1>
Exclude : <VALUE 3> to ZZ
