10G BIP Scheduled Jobs Randomly Fail With Permission Error: "Job execution failed because the user who scheduled this job has no more permission"

Symptoms

A scheduled custom report fails some days. The user has permission to both run and schedule the report. There is no problem to view the reports neither to set up the schedule, and the schedule often runs fine, just every now and then it fails.

Job execution failed because the user who scheduled this job has no more permission or privilege to run the job:

The issue can be reproduced at will with the following steps:
User has BI Publisher Scheduler role as well as a customized viewer role for that specific folder.
The user has set up a schedule for the report and it sometimes fails to run.
