XML Word File Downloaded From Contract Purchase Agreement Is Empty With: ERROR: Bookmark Not Defined

On: 12.1.3 version, Contract Terms Authoring
The Contract downloaded from Contract Purchase Agreement in XML work format is Empty with an error in the footer. Only a header and footer show on the output of one page.
The preview in XML Publisher and in Contract Terms Library look well.
ERROR: Bookmark not defined
The issue can be reproduced at will with the following steps:
Purchasing Super User -> Buyer Work Center -> Agreements
Create a Contract Purchase Agreement
Select Supplier. Click Save.
In window Update Contract Purchase Agreement
Click Actions -> Add contract terms and select the contract template.
Click on Apply Template.
Then Actions, Download Contract. Click Go.
Select Word 2003.
Then get message:
Update Contract Purchase Agreement: Download Contract
Downloading Contract. Use the Return link once the download is complete.
Open file PA_00000_0.xml, and see that it only contains a header and footer.
