Error "PO Shipment Is Already 'Closed For Receiving.'" After Receiving an Open PO (Doc ID 1330785.1)

Symptoms

When performing a receiving transaction the following error is encountered:

     APP-PO-15562: PO Shipment is already 'Closed for Receiving'.

Note: The following Oracle errors may be encountered in lieu or in addition to the above reported error:
RCV_PO_SHIP_CLOSED

Steps To Reproduce:
1. Navigation: Receiving -> Receipts.
2. Find the Purchase Order (PO), enable checkbox, enter Locator, save, close header.
3. Click flashlight icon to open the next PO and the error is received.
