How Can I Search For Contacts Without Leading Characters In HTML Quoting ?

Symptoms
Unable to search for customer contacts without having to enter a search criteria when creating quotes.
Navigation Steps to search for contacts in Quoting would be as follows
Responsibility: Quoting User
1) Create Quote

Create Quote (B)
Enter Customer Name > 'Contact Name'> Select (B) > Click Go (B) without entering any search criteria
2) Update Quote
--------------------
Query Quote> 'Contact Name' > Select (B) > Click Go (B) without entering any search criteria
Currently for both scenarios the following error is returned:
Please fill in search criteria values in at least one of the following fields:
Name, Job Title, Phone Number, E-Mail Address. Note that the search
criteria values should not begin with a "%" or "_" for at least one of the
listed fields.
Require the ability to carry out a 'blind' search for customer contacts
