Quick Pay Performance Affected by Wait Time of 5 Seconds (Doc ID 1331496.1)

Symptoms

While running a empty Quick Pay (no element entries processed) find the Quick Pay to have a SQL*Net message from client wait of 5 seconds

EXPECTED BEHAVIOR
-----------------------
Quickpay should finish in about 1.5 seconds (with element entries to be processed)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
For a test employee run a Quick Pay while all element entries are excluded
