Symptoms

Shipment Planning is attempted for an Order Release using two methods: Bulk Plan and Show Routing Options. Their rates are configured with equipment constraints on the attributes

When bulk planning, OTM is using the the desired lowest cost rate which is constrained to one equipment group.

When using Show Routing Options, the planning either fails or chooses a more expensive rate constrained to a different Equipment Group.
