Unable to see IBY (Payments) Application in RDA Diagnostics (Doc ID 1332083.1)

Symptoms

When selecting the application on the diagnostics pack we are unable to find the Payments module. Module IBY is having "Installed" status in fnd_product_installations and <Patch 9239092> has been applied as per "Oracle E-Business Suite Diagnostics Release 12.1.3 Readme (Doc ID 1081428.1)".

Steps to Reproduce:

'Oracle Diagnostics Tool' responsibility.
'Select Application' button.
Query on %Pay%
Payments does not appear in the list of values.
